ECA network meeting in Ashgabat, Turkmenistan, 26 February - 2 March 2007
The 2007 annual meeting of the Regional Ozone Network for Europe and Central Asia (ECA network) organized by the Ministry of Ministry of Nature Protection of Turkmenistan and UNEP DTIE’s OzonAction Programme was held on 26 February to 2 March 2007 in Ashgabat, Turkmenistan.
The meeting was funded by the Multilateral Fund for the Implementation of the Montreal Protocol. Additional participants from Countries with Economies in Transition were funded by the Global Environment Facility.
It included a celebration ceremony for the 20th anniversary of the Montreal Protocol, compliance sessions, network fora related to data collection, reporting and quality, bilateral consultations and thematic sessions. Simultaneous interpretation English-Russian-English were provided during regular sessions.
The participants included representatives of 12 ECA network countries and 4 additional CEIT countries, the Multilateral Fund Secretariat, the Ozone Secretariat, the implementing agencies (UNDP, UNEP, UNIDO), bilateral partners (Czech Republic, European Commission, Hungary and partner organizations such as WCO’s Regional Intelligence Liaison Office for the Commonwealth of Independent States (RILO CIS), the Environmental Investigation Agency (EIA) and the International Institute of Refrigeration (IIR). The private company Sèche Environnement contributes their expertise in the field of ODS collection and destruction.
The main objective of the ECA network meeting were to:
- Raise awareness on the Montreal Protocol and its 20th anniversary
- Inform on ExCom decisions, MOP decisions and CAP evaluation
- Inform on compliance and ratification status
- Share halon related information among network countries
- Share methyl bromide related information among network countries
- Share experiences related to TPMP implementation among network countries
- Inform on MDI transition strategies
- Inform on HCFC surveys & strategies
- Discuss customs cooperation and prevention of illegal trade in ODS
- Discuss opportunities to promote sustained phase-out of ODS
- Inform on implementation of ECA work programme 2006 / 2007
- Agree on the ECA work programme 2007 / 2008
